Learned counsel for the petitioner as well as respondents are adidem that the issue raised in the present writ petition has been adjudicated by this Court in CWP-22392-2020, decided on 12.09.2023, titled as 'Vikram Singh vs. State of Punjab and others', wherein, this Court while following the law laid down in 2019 (3) SCT 26, held as under:- "3. The said judgment takes into consideration the orders passed by the Sikkim High Court upholding the validity of territorial restrictions but at the same time clarified that the students, who were enrolled prior to the Academic Session 2011-2012, having completed the degree before and thereafter, stood protected.

4. The SLP preferred by the UGC was decided by the Hon'ble Supreme Court upholding the view taken by the Sikkim High Court on 21.09.2015.
5. The petitioner too has acquired the said qualification of B.Sc. (Information Technology) from Sikkim Manipal University in the year 2011. Certificate to that extent has also been issued to him on 26.09.2011. Thus, he falls under the same category as above.
6. In view thereof, the Writ Petition is allowed and the petitioner shall be granted the similar relief as above." 2.
The petitioner too has passed her qualifying examination from Sikkim Manipal University.
