The petitioner has filed the present petition claiming that the issue raised in the present petition is squarely covered by the judgment of this Court in CWP No.1538 of 1987-S. Bachitter Singh and others vs. State of Punjab and others, decided on 7.10.2013.

Learned counsel for respondents No.2 and 3 submitted that the case of the petitioner shall be considered in terms of the directions issued by this Court in S. Bachitter Singh's case (supra) and action shall be taken accordingly.
