Prayer in this writ petition filed by the petitioner under Articles 226/227 of the Constitution of India, is for issuance of a writ in the nature of mandamus, directing the respondents to pay the complete retiral benefits in all heads to the petitioner arising out of his service along with complete arrears, along with interest on the delayed payment of all the retiral benefits and others arrears from the date when the same became due till its realization.

Learned counsel for the petitioner, at the very outset, confines his prayer for deciding representation dated 14.06.2024 (Annexure P-2). He submits that at this stage, petitioner would be satisfied, if the said representation is decided by passing a speaking order within a time bound frame.

Mr. Rajesh Sehgal, Addl. A.G., Punjab, accepts notice on behalf of respondents No.1 and 2. On the asking of the Court Mr. Vikram Preet Arora, Advocate, who is on the panel of Department of Local Government, Punjab, has accepted notice on behalf of respondents No.3 and 4 and have no objection to the innocuous prayer made by learned counsel for the petitioner.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.3 to decide representation dated 14.06.2024 (Annexure P-2), submitted by the petitioner expeditiously, by passing a speaking order, preferably within a period of 03 months from the date of receipt of certified copy of this order.
