This petition is filed to challenge the order dated 02.07.2015 passed by the Financial Commissioner.
Counsel for the petitioner did not give any reason during the course of hearing as to why this petition has been filed after the period of two years. There is a legitimate expectation of the private respondents about finality of the order passed by the Revenue Authority on 02.07.2015 as it was not challenged expeditiously by the aggrieved party. The petitioner could have filed the present petition within six months from the date of passing of the impugned order but filing the petition after a period of two years, without any explanation, definitely suffers from the vice of delay and laches and hence, the same is hereby dismissed only on this ground.
