**** Rajan Gupta, J. (Oral) Present petition has been filed seeking a direction to the official respondents to take action against respondents No.4 who is running welding and cutting shop in a busy public area. It has been contended that the same is in violation of Indian Explosive Act, 1884 and Gas Cylinder Rules, 1940. Admittedly, respondent No.4 is a tenant of the petitioner. The shop was let-out to him in the year, 2004 for car repair work-shop. Petitioner knowing well about the nature of the business to be carried out in the shop, rented out the same. Present writ petition has been filed with an oblique purpose of taking initiating action against respondent No.4 despite the fact that the petitioner himself is responsible for in turning the residential area into a work-shop area.

It is inexplicable how the present petition is maintainable. Besides, some civil proceedings are also stated to be pending.
