CWP No.21407 of 2015 -1IN THE HIGH COURT OF PUNJAB AND HARYANA AT CHANDIGARH CWP No.21407 of 2015 Date of Decision: 18.11.2015 Kamal Kumar ... Petitioner
Versus
State of Punjab and others ... Respondents CORAM:- HON'BLE MR. JUSTICE RAJIV NARAIN RAINA
Present:
Mr. Avtar Singh Bhatti, Advocate, for the petitioner.

1.
No ground for interference is made out in writ jurisdiction on the prayer for compassionate appointment following the death of the father of the petitioner in the year 2008 at the age of 55 or 56 years. It is well settled that compassionate appointment is not a source of recruitment and it is inherent in such ex gratia concessions that they violate the mandate of Articles 14 & 16 of the Constitution of India and prevent regular recruitment.
2.
No grounds have been set out in the body of the writ petition itself to show precarious financial straits the family may have faced in 2008 and continues to reel under.
3.
The argument that the financial condition of the family is not good and there is an unmarried sibling sister to marry is not a ground for issuing a mandamus to the State to provide a job to the petitioner.
