It sought allotment of a shop-site at concessional rate in the new vegetable market at Ludhiana on the plea that it was a licensee in the old market which was to be de-notified. The above-stated claim was rejected by the Market Committee on 01.11.2007. The appeal and revision petition preferred by the petitioner were also dismissed by the Statutory Authorities vide orders dated 08.12.2008 and 06.08.2010, respectively. Those orders are now being challenged after a period of more than five years. In our considered view, the writ petition suffers from unexplained, inordinate delay and laches and is liable to be dismissed on this score alone.
