Learned counsel for the petitioner submit that the aforesaid issue stands already decided by this Court in CWP-28074 of 2022, titled as Avinash Dalmotra versus State of Punjab and others, decided on 14.02.2024, relying on the judgment rendered in the case of Minni Grover versus State of Punjab and another, 2015 SCC Online P&H 14222, relevant para whereof reads thus:- "12.
