Learned counsel for the petitioner submits that he would be satisfied if the legal notice dated 09.04.2026 (Annexure P-5) of the petitioner is decided by the respondents by passing a speaking order in a time bound manner.

Ms. Pratibha Bali, AAG, Punjab and Mr. Saurabh Jain, Advocate on advance notice appeared on behalf of respondent No.3 and has filed memo of appearance on behalf of respondent No.3, which is ordered to be taken on record. Registry is directed to place the same at an appropriate place. He submits that he has no objection in case a direction is issued to the respondents for time-bound consideration and decision of the legal notice of the petitioner by passing a speaking order.

Therefore, in view of the limited prayer made by learned counsel for the petitioner, the respondent No.3 is directed to consider the legal notice dated 09.04.2026 (Annexure P-5) of the petitioner and pass a speaking order, after affording him an opportunity to be heard, within a period of 03 months from the date of receiving a certified copy of this order. Further, the decision taken thereof shall be conveyed to the petitioner. 5.

Needless to say, if the petitioner is found entitled to the relief sought, he shall also be entitled to interest @ 6% per annum, to be calculated



after the expiry of two months from the date of his retirement till actual realization, and the same shall be released forthwith by the respondents. 6.

Disposed of, accordingly.
