**** Rajan Gupta, J. (Oral) Petitioner has posed a challenge to order dated March 31, 2016, Annexure P-9 whereby permission to grant prohibited bore arms licence to the petitioner under Family Heirloom Policy has been declined. Operative part of the order reads as under:- "I am directed to refer to Govt. of Haryana letter No.3/45/2013-4HG-III dated 15.04.2014 on the subject cited above and to say that the request of Shri Ravinder Kumar son of Sh. Ram Mehar Singh for grant of PB arms licence under family heirloom basis could not be acceded to." Challenge in the petition is that the aforesaid order is non-speaking in nature as no reasons are contained therein. No clear answer is forthcoming on behalf of respondent No.1 regarding the plea raised by the petitioner. In fact, defence of Union of India was struck off vide order dated May 25, 2017.
