**** Rajan Gupta, J. (Oral) Petitioner claims that he has been regularly possessing a licence for selling the fertilizers since the year 1984. Same expired on 31.03.2016. He could not submit the application within 30 days of expiry thereof as new system had been put in place for the application to be scrutinized through Central Processing Centre. Application submitted by the petitioner was returned by the Processing Centre on the ground that the same was not filed within the prescribed period. Admittedly, petitioner filed appeal before respondent No.1, which was dismissed being not maintainable. At this stage, learned State counsel submits that the case of the petitioner shall be considered afresh and a speaking order shall be passed within one month.
