[2] Petitioner is stated to be Welfare Association comprising the residents of Urban Estate, Phase-II, Model Town, Bathinda. Its grievance is against the permission granted to 4th respondent to open the 'manufacturing unit' of Beer Bar, Pub Bar in SCO Nos.21-22 in their locality. Its claim is that such an action is contrary to PUDA's Policy, dated 04.12.2003.
