There is no question to file the writ petition here, for, the order in challenge is transfer of the petitioner who is employed at Jammu to a position at Merut. The petition ought to be filed only before the Court at Jammu and Kashmir and his own residence within this Court's jurisdiction will not give him a cause of action. 2.
