Prayer in this writ petition is for directing the respondents to grant the petitioners same pay-scale as granted to the Junior Engineers working in the Soil Conservation Department and also to grant proficiency step-up on completion of eight years service and second proficiency step-up on completion of eighteen years service as well as other revisions in the pay-scale alongwith all consequential benefits. Reliance is placed on decision dated 02.07.2014 in CWP No.2605 of 1998 (R.K.Aggarwal and others v. State of Punjab and others). CWP No.22565 of 2015 [2] Engineers having the same academic qualifications of three years Diploma in Engineering. It is averred that they are performing and bearing the same responsibilities as performed and borne by the Junior Engineers of Soil Conservation Department as well as in the Public Works Department. It is contended that despite representation dated 24.02.2015 (Annexure P1) submitted to the respondents, petitioners' claim is not being decided. It is prayed that respondents be directed to decide the petitioners' claim in a time bound manner.

Keeping in view the limited prayer addressed at the time of arguments, the facts and circumstances of the case but without expressing any opinion on the merits of the controversy, present writ petition is disposed of with a direction to respondent No.2 to expeditiously decide representation dated 24.02.2015 (Annexure P1) served upon them by the petitioner by passing a speaking order, preferably within a period of four months from the date of receipt of a certified copy of this order.
