The petitioner has approached this Court under Articles 226/227 of the Constitution of India inter alia seeking a direction to the respondents to follow the notification dated 19.04.2012 issued by the Haryana Government, Corporation Department (Annexure P-5) vide which the tender up to ` 30 lacs will be reserved for Co-operative Labour and Construction Society.

Learned counsel for the petitioners submitted that inadvertently, neither the Deputy Commissioner, Jind to whom representation dated 07.10.2016 (Annexure P-7) has been filed nor the President, Municipal Committee, Julana who had issued the e-tenders have been arrayed in the memo of parties.
