(ORAL) The petitioner has approached this Court under Articles 226/227 of the Constitution of India for issuance of a writ in the nature of certiorari setting aside the order dated 25.01.2012 (Annexure P-7) of respondent No.1, whereby application of respondent No.2 under Section 19 of the Administrative Tribunals Act, 1985 has been allowed by the Central Administrative Tribunal in OA No.991-PB-2011, Krishan Lal vs. Union of India and others, decided on 25.01.2012.

Learned counsel for the petitioner failed to furnish any satisfactory explanation not to approach this Court within reasonable time against the impugned order dated 25.01.2012 (Annexure P-7). In such circumstances, in the absence of any cogent and convincing reasons for not invoking the writ jurisdiction of the Court within reasonable time to impugn order dated 25.01.2012, we find no justification to entertain the petition now. Resultantly, the writ petition is dismissed on the ground of delay and laches.
