(Oral) The seat of Sarpanch of Gram Panchayat of village Sakras in District Mewat was declared to be reserved for Scheduled Caste Category vide order dated 23.04.2015 (P-1). The petitioner who belongs to General Category waited for three months and then is said to have represented on 28.07.2015 asserting that the afore-mentioned reservation is contrary to Section 9(4) of the Haryana Panchayati Raj Act, 1994. After waiting for another three months, the instant writ petition has been filed. But for the intervening events, the Gram Panchayat elections would have by now taken place. The petitioner thus owes an explanation for inordinate delay and laches in questioning the subject-reservation. We have no reason to doubt that by now the authorities must have taken all necessary steps in furtherance of the impugned decision dated 23.04.2015 to hold the MOHINDER KUMAR 2015.11.03 11:43 I attest to the accuracy and authenticity of this document Chandigarh
CWP No.22835 of 2015 [2] elections. We are thus not inclined to entertain the writ petition at this belated stage. Nonetheless, we grant liberty to the petitioner to pursue his representation which is said to have been submitted to the Deputy Commissioner, Mewat, who may consider the same in accordance with law/Rules. Ordered accordingly.
