Jaswant Singh,J(Oral) Petitioner while working as Revenue Clerk was appointed as a Candidate Ziledar for imparting training in recruitment as Ziledar vide order dated 29.4.2011. It is averred that on completion of three months' training he was appointed as Ziledar in November 2011. His claim for ante dating his date of appointment as Assistant Revenue Clerk w.e.f. 17.12.1991 instead of the granted 16.11.1994 with all consequential benefits was decreed vide decree dated 29.4.2002 passed by learned Civil Judge (Junior Division)Ferozepur. Consequently, the date of appointment as Assistant Revenue Clerk was fixed as 17.11.1991 as also the next promotional post of Revenue Clerk was ante dated to 2.12.1996 i.e. with effect from the date of promotion of his junior Satpal Midha instead of earlier granted date 31.12.1998 vide order dated 11.10.2012.

In the present petition, petitioner is claiming consideration for promotion to the post of Ziledar from the rank of Revenue Clerk from the year 2001 i.e. the date when his juniors Balwinder Singh, Narinder Singh and Buta Singh were promoted. The claim of the petitioner, concededly, would be hit by delay and laches in the present petition.
