The State Government in purported exercise of its powers under Section 7 read with Section 8(1) of the Haryana Panchayati Raj Act, 1994 created a new Gram Panchayat of village Dhani Channu Sahid vide notification dated 14.05.2015. The petitioners are said to have submitted their objections on 17.09.2015 (P2) against formation of wards of that Gram Panchayat area. It is alleged that policy guidelines have not been followed as voters of one family have been divided into two different wards.

In our considered view, there is an inordinate delay on the part of the petitioners in raising their objections as the petitioners ought not to have waited for five months to submit the same.
