The present writ petition has been filed under Articles 226/227 of the Constitution of India praying for issuance of a writ in the nature of mandamus directing the respondents to reconsider and grant regularization of service to the petitioners on the basis of their length of continuous service of 15-25 years in the Municipal Council, Nangal, District Ropar in terms of law laid down by Hon'ble Supreme Court in Jaggo Versus Union of India and others 2025 AIR SC 296, Dharam Singh and others Versus State of U.P and another, 2025 SCC Online SC 1735 and many other recent

judgments of Hon'ble Supreme Court and also the judgments of this Court passed in CWP-30248-2025, Harjinder Singh Sidhu Versus Municipal Council, Bathinda and another, decided on 05.03.2026 and CWP-56842026, Daljeet Singh Versus State of Punjab and another, decided on 22.04.2026. Further directing the respondent No.2 to reconsider and grant approval on the resolution No.11 dated 26.12.2016 (Annexure P-2) passed by Municipal Council, Nangal. Further directing the respondents to grant the petitioners their salary in the minimum of the regular pay scale+ grade pay+ DA equivalent to their regular counter parts from the date of their initial appointments till their claim for regularization is accepted with all consequential benefits including the arrears of salary. 2.

Learned counsel for the petitioners at this stage submits that he would be satisfied if a direction is issued to the respondent No.2 to decide the legal notice dated 04.12.2025 (Annexure P-21) by passing a speaking order in a time bound manner in terms of judgments rendered by Hon'ble Supreme Court in Jaggo (supra), Dharam Singh (supra) and judgment rendered by this Court in Harjinder Singh Sidhu (supra) and Daljeet Singh and others (supra), CWP No.12434 of 2022, Akash Sharma Vs. State of Punjab and others, decided on 13.02.2026, which was upheld by Division Bench of this Court in LPA No.891 of 2026 Akash Sharma Vs. State of Punjab and others, decided on 22.04.2026.

On advance notice, Ms. Pratibha Bali, Assistant Advocate General accepts notice on behalf of respondent-State, whereas, Mr. T.S.

Sidhu, Advocate for Mr. Vikrampreet Arora, Advocate put in appearance on behalf of respondent No.3 and submits that they have no objection in case a direction is issued to the respondent No.2/competent authority to hear and decide the legal notice dated 04.12.2025 (Annexure P-21) by passing a speaking order in a time bound manner in terms of the aforesaid judgments passed by Hon'ble Supreme Court as well as by this Court. 4.

In view of the limited prayer made by counsel for the petitioner without commenting upon the merits of the case, the present petition is disposed of and the respondent No.2/competent authority is directed to hear and decide legal notice dated 04.12.2025 (Annexure P-21) by passing a speaking order in a time bound manner in terms of the aforesaid judgments passed by Hon'ble Supreme Court as well as by this Court, within a period of three months from the date of receiving a certified copy of this order. Further the decision taken thereof shall be conveyed to the petitioner. 5.

Needless to say, if the petitioner is found entitled to the relief sought, the same be granted forthwith by respondent/competent authority. 6.

Pending miscellaneous application(s), if any, shall also stands disposed of.
