ARUN PALLI, J (Oral) At the outset, learned counsel for respondents No.2 and 3 submits that the Competent Authority is willing to re-visit the matter in issue and examine if the concerns and grievances of the petitioner can be redressed. He further submits that in the event, any amount is to be recovered from the petitioners, the authorities shall pass a speaking order in this regard, after affording an opportunity of hearing to them. And, likewise, in case, upon reconciling the accounts, it is found that any amount is returnable to the petitioner, the same shall be refunded immediately.
