Jaswant Singh,J(Oral) Petitioner who possesses qualification of M.A.Pol.Science and B.Ed. joined as a Volunteer Teacher/Education Provider on 8.9.2004 at Govt.Primary School at Village Bhamme Khurd,Distt. Mansa. She was relieved on 10.5.2006 with the assurance that she will be permitted to join her assignment at the reopening of the school after summer vacation. It is precise case of the petitioner that after summer vacation she was not allowed to join back against which she made a representation dated 30.11.2010(P-2). It is further the case of the petitioner that though she was permitted by Director General School Education-cum-State Director, office of Sarv Sikhya Abhyaan Authority, Punjab-respondent no.2 but she was not permitted to join by Distt.Education Officer(EE)Office of Distt.Projet Director, Sarv Sikhya Abhyaan Authority,Mansa-respondent no.3 whereupon petitioner served a legal notice dated 29.4.2016(P-4). The said legal notice(P-4) was rejected vide order dated 3.6.2016 (P-5) hence the present petition.

Heard learned counsel for the petitioner.

CWP 22556/2016 Education Provider was appointed after 29.4.2011 as per directions dated 18.7.2011 issued by respondent no.2. The petitioner was relieved as Education Provider on 10.5.2006 with the alleged assurance of permitting her to join after summer vacations were over. Now after a delay of more than 10 years she has challenged her non-appointment as Education Provider. As noticed above, after 29.4.2011 no Education Provider has been appointed, hence the claim of the petitioner cannot be entertained which is otherwise hit by delay and laches.

Dismissed.
