**** AJAY KUMAR MITTAL, J. (Oral) The petitioner has approached this Court under Article 226 of the Constitution of India, for quashing of letter Endst. No.3568/LFA, dated 17.10.2016 (Annexure P-10) issued by the office of respondent No.3, vide which respondent No.3 granted sanction to respondent No.4 for engaging 110 Safai Karamchari under the outsourcing policy through e-tender for a period of one year (i.e. From 01.11.2016 to 31.10.2017). 2.

A perusal of the writ petition shows that the petitioner had been carrying out the work of Safai Karamchari by engaging 110 employees thereunder. However, vide Annexure P-8, the period was extended till 31st October, 2016 by the Municipal Council, Kaithal, thereafter, there has not been any fresh grant of sanction to the petitioner to carry on the said activity. 3.

In such a situation, the prayer for allowing the petitioner to carry on the work by engaging the 110 Safai Karamchari for the period from 01st November, 2016 to 31st October, 2017, cannot be granted, as there is no legal right existing in favour of the petitioner.
