The petitioner, who had been granted L-14A Licence to sell country liquor in retail, has approached this Court challenging Clause No.3.2 of the Excise Policy of 2018-19, which imposes a condition for lifting 40% quota from the distilleries in the State and leaving the licensee to purchase rest of 60% as per his choice.

The petitioner herein participated in the process of allotment of licences after going through the conditions laid down in the policy. Once the petitioner had acted upon in terms of the policy, he cannot now be permitted to challenge the conditions in the policy granting licence to him for selling liquor in retail.
