Through the present petition, the petitioner seeks consideration of his claim for regularization of his services. The uncontroverted facts, which have emerged from the record and after hearing counsel for the petitioner, are that on 19.11.1996, the petitioner was appointed as a Teacher on contract basis. As per the terms of his appointment, he was relieved on 15.02.1997. After over 18 years, the present petition has been filed seeking regularization of his services. No explanation for the delay in filing of the writ petition has been furnished. As noticed above, the petitioner was relieved as per the terms of his appointment on 15.02.1997. The relieving order was accepted by the MONIKA 2015.11.19 13:57 I attest to the accuracy and authenticity of this document

The petitioner relies upon an order dated 12.03.2015, through which services of Assistant Professors (College Cadre) have been regularized. It is admitted that the persons regularized through the aforesaid order are still in service. The petitioner, having been relieved on 15.02.1997, thus cannot be granted the benefit of the order, the reliance of which is sought for by the petitioner.
In view of the aforesaid facts, the present petition, on the ground of delay and principles of estoppel, as also on merits, deserves to be dismissed.
