The present Civil Writ Petition has been filed under Articles 226/227 of the Constitution of India seeking issuance of a writ in the nature of mandamus directing the respondents to accept the remaining outstanding vending fee/arrears pertaining to the last installment for January, 2026 in respect of certificate of Vending (COV) No.3184/20489. 2.

Learned counsel for the petitioner submitted that the petitioner is a street vendor and was unable to pay the requisite vending fee to the respondents due to his poor financial condition and therefore, an opportunity may be granted to him to deposit the defaulted amount in its entirety. He further submitted that in another judgment passed by a Coordinate Bench of this Court in CWP-65372026, titled as Gurpreet Singh and another versus Union Territory of Chandigarh and others, decided on 08.04.2026, in a similar situation and considering the poor financial condition of the petitioners therein, 10 days' time was granted to them to pay the balance amount due. At this stage, Mr. Sanjiv Ghai, learned Additional Standing Counsel, M.C., Chandigarh submitted that he has received an advance copy of the present petition and has also sought instructions. He submitted that the total outstanding amount against the petitioner is Rs.79,458/- and considering the financial constraints of the petitioner, the respondent-M.C. Chandigarh has no objection in case this Court permits the petitioner to deposit the aforesaid amount within a period of 15 days from today and in case the petitioner deposits the aforesaid amount, then his licence shall be restored. 4.

After hearing the learned counsels for the parties, this Court is of the view that considering the submissions made by both the learned counsels for the parties and the aforesaid judgment passed by a Coordinate Bench of this Court in Gurpreet Singh's case (Supra), the petitioner is permitted to deposit the balance amount of Rs.79,458/- as so stated by the learned counsel for the respondent-M.C., Chandigarh, within a period of 15 days from today. In the event the petitioner deposits the aforesaid amount within the stipulated period, the same shall be accepted by the respondents and the licence of the petitioner shall be restored and in case the said amount is not deposited within the stipulated period, the licence of the petitioner shall remain cancelled. 5.
