(ORAL) This writ petition has been filed by the petitioner, appearing in person, by way of Public Interest Litigation seeking a direction to the respondent-authorities to take necessary steps under the provisions of the Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009 (in short the Act) in respect of lumpy skin disease that has spread in the State of Punjab.
Mr. Avinit Avasthi, learned Assistant Advocate General, Punjab, submits that the authorities have already taken steps in the matter and constituted a Committee comprising the Chief Minister, Punjab to monitor the same. He further submits that necessary vaccination and other medicines are being procured and provided. He further submits that necessary steps for disposal and cremation of dead animals that are found in public places is also being undertaken by the authorities.
In view of the aforesaid, as the petitioner has filed this writ petition without giving any factual and specific detail in respect of negligence on the part of the State authorities in the performance of their statutory duties and in view of the statement made by learned State counsel, the writ petition stands disposed of with liberty to the petitioner to approach the authorities bringing to their notice specific instance(s), where the provisions of the Act are not being followed or the dead animals are not being disposed of and in case the petitioner or any other person does so, the authorities, as undertaken by learned State counsel, would take immediate steps to mitigate their grievance(s).
