The petitioner has approached this Court under Articles 226/227 of the Constitution of India inter alia seeking quashing of the impugned order dated 04.10.2016 (Annexure P-14) whereby the representation submitted by the petitioner was declined along with communication dated 21.07.2016 (Annexure P-11) vide which the earlier contract between the petitioner and the official respondents was discarded without decision thereof.

It was not disputed that certain questions of fact are involved in this case which are required to be established by leading cogent and convincing evidence.
