This matter is being taken up for hearing through video conferencing due to the outbreak of pandemic, COVID-19.

Learned counsel for the petitioners submits that the petitioners are entitled for regularization of their services as per judgment of this Court in Vidya Devi and others versus State of Haryana and others (in CWP-5926-2001) decided on 20.02.2002 (Annexure P6) and in terms of instructions dated 11.11.2003. It is further submitted that similarly situated employees were also regularized by the respondents while ignoring the petitioners. Reference is made to orders attached as Annexures P10 and P11. It is submitted that various representations were submitted before the authorities but to no avail. Ultimately, legal notice dated 15.03.2021 (Annexure P15) was also served on the respondents but still no decision is being taken thereon.

At this stage, learned counsel for the petitioners restricts the prayer for a decision on legal notice dated 15.03.2021 (Annexure P15), submitted by the petitioners, in a time bound manner.

Learned counsel for the respondents does not raise serious objection to the restricted prayer addressed. Keeping in view the limited prayer addressed, facts and circumstances of the case but without expressing any opinion on the merits thereof, this writ petition is disposed of with a direction to the competent authority, to decide legal notice dated 15.03.2021 (Annexure P15) expeditiously by passing a speaking order. However, keeping in view the situation arising due to the sudden surge in cases of COVID-19, a period of six months from the date of receipt of certified copy of this order is afforded to the competent authority to decide legal notice dated 15.03.2021.
