The petitioner has filed the instant petition impugning the order, which was passed more than three years back in January 2013. On 2.12.2015, the petitioner was directed to explain the delay and place on record a comprehensive site plan depicting the location of his village, roads and other public passages/sanctioned path towards Western, Southern or Northern side of his land.

Be that as it may, on subsequent dates i.e. 11.1.2016 and 27.1.2016, the petitioner was required to bring the demand drafts of ` 20,000/- each in the names of respondents No.3 & 4 as they were summoned only to explore the possibility of settlement, at the expense of the Deepak Kumar Bhardwaj 2016.08.31 09:44 I attest to the accuracy and integrity of this document

Civil Writ Petition No. 25128 of 2015 petitioner. The matter was then referred to the Mediation & Conciliation Centre of this Court with the direction to the petitioner that as a good will gesture, he shall pay ` 20,000/-, for getting respondents No.3 & 4 in the Court, as litigation expenses. But the amount has not been paid. Efforts in Mediation & Conciliation Center have also not fructified favourably. Upon perusal of the writ petition, we find that the same is hit by delay and laches and apart from that, bonafides of the petitioner are seriously in question as he has not deposited the amount, which was mandatory. Dismissed.
