The petitioners have prayed for a writ in the nature of mandamus for seeking a direction to respondents no.3 to 5 not to dissolve the panchayat of village Jiwan Singh Wala without conducting proper enquiry and not to merge it with the panchayat of village Akku Maste Ke. I have heard learned counsel for the petitioners and examined the available record.

It is now well settled that a mandamus can be issued only if the petitioners have a substantive right and the respondents, who have to follow the order passed in the writ petition, has a corresponding duty. The petitioners have miserably failed to cite any provisions of law on the basis of which the prayer made by them can be accepted. Therefore, in the absence of any violation of law, pointed out by the petitioners, there is no scope for interference in this petition.

Dismissed.
