It is contended that petitioner is entitled for promotion to the post of Senior Scale Stenographer in the category of Scheduled Caste Handicapped quota in terms of instructions dated 16.01.1998 and 20.11.1989, Annexure P1, being the only candidate eligible for promotion. Petitioner's case for promotion has even been recommended by the Deputy Chief Engineer (Operation), Division Gurdaspur on 29.05.2014 Annexure P2 as well as communication dated 16.07.2015 Annexure P4. Still no action has been taken by the authorities. At this stage, it is prayed that respondents be directed to decide representation dated 15.10.2015, Annexure P6, submitted by the petitioner in a time bound manner. Keeping in view the limited prayer, facts and circumstances of the case but without expressing any opinion on the merits of the controversy, this writ petition is disposed of with a direction to the competent authority to expeditiously decide representation dated 15.10.2015 Annexure P6, by passing a speaking order, preferably within a period of four months from the date of receipt of a certified copy of this order.
