It is contended that legitimate dues/amount on account of leave encashment due to the petitioner has not been released though the respondents are indulging in intra-departmental correspondence, trying to shift the onus on one another as reflected in communications dated 01.09.2015 and 08.09.2015 Annexures P3 and P4, respectively. Legal notice dated 27.07.2015 (wrongly mentioned as 02.12.2015 due to typographical error) has been served upon the respondents but to no avail.
