Challenge in the present writ petition is to the order dated 11.07.2018 (Annexure P-8) passed by the Excise and Taxation Commissioner, Haryana, Panchkula, whereby the application filed by the petitioner for transfer of quota from one district to another was rejected. Learned counsel for the petitioner was not able to point out any provision in the Excise Policy for the year 2018-19, in terms of which, any licensee had a right to get his quota transferred from one district to another. In the absence of any enabling provision, we do not find any error in the order passed by the Excise and Taxation Commissioner, Haryana, rejecting the application filed by the petitioner.
