The appropriate remedy for the petitioner would have been to complain of deficiency of service before the Consumer Forum, when the amount had not been released on a representation given to the Post Office already. The Post Office will consider the representation and release the amount if there is no legal impediment. If there is any justification for not releasing the amount to the petitioner, the reason shall be set forth and communicated to the petitioner within a period of two weeks from the date of receipt of copy of this order. 2.

The writ petition is disposed of as above.
