Prayer made in the present petition for setting aside the order dated 18.10.2012, whereby the claim of the petitioner for considering his name for promotion to the post of Agriculture Instructor, has been rejected. 2.

Learned State counsel refers to the preliminary submissions of the reply dated 15/21.05.2015 filed by Director, Department of Rural Development and Panchayats, Punjab wherein it has been stated that the petitioner could not be promoted to the post of Instructor as no post was available in 1994, 1999 and 2001 and the senior most were promoted and thereafter, as per seniority, he was promoted as Social Education and Panchayat Officer against a vacant post vide order dated 27.11.2009.
