The petitioner has approached this Court under Articles 226/227 of the Constitution of India, inter alia seeking a writ of Certiorari for quashing the Notice Inviting Tender No. 21/2016 (Annexure P-12) in view of the fact that there was earlier agreement between the petitioner and the respondents for the same work. Further a writ of Mandamus has been sought directing the respondents to allow the petitioner to continue with the revised construction work in pursuance to the earlier agreement for which revised approval has been granted.
