Prayer in the present petition is for directing the respondent No.2-the Director General of Police, Punjab, to conduct an inquiry against the private respondents who had formed a gang and are indulging into alluring the innocent people for illegal acts and thereafter, are blackmailing them.



Learned counsel appearing for the petitioner contends that the petitioner is an ex-serviceman and retired from BSF and at present is residing at Jalandhar along with his family members. It was alleged that respondents No. 4 to 8 have formed a gang wherein they allure gullible persons, to entice them and thereafter pressurize them to extract money. It is contended that the petitioner had submitted number of complaints, however, when the same were not inquired into, the present petition was filed. Reply by way of affidavit of Waryam Singh, PPS, Assistant Commissioner of Police (West) Jalandhar, dated 18.04.2022 on behalf of respondents No.1 to 3 has been filed. Separate replies on behalf of respondents No.4, 5 and 6 were also filed in the year 2023 wherein similar averments have been made. Inspite of aforesaid separate replies having been filed in the year 2022 and 2023 respectively, the petitioner has chosen not to controvert the same by filing any rejoinder/replication, hence, the contents of the replies have remained uncontroverted.

It is evident from a perusal of the uncontroverted factual assertions made by the respondent-State that the representations/complaints submitted by the petitioner were thoroughly inquired into by the ADCP, PBIS (Narcotics), Commissionerate, Jalandhar and the same were found to be false. It is also averred that the proceedings were initiated against the petitioner on the complaint submitted by Lakhwinder Kaur wife of Sahab Singh which was settled amongst the parties. It is also evident that as many as seven (07) different complaints were submitted by the petitioner and they all were found to be false and frivolous.

In view of the aforesaid, I find that no ground is made out for issuing any further directions to the official respondents and the present

-

petition is accordingly disposed of as having been rendered infructuous at this stage.
