The petitioner joined as a Library Professional Assistant in Chhotu Ram State College of Engineering, Murthal on 12.10.1993. He was promoted to the post of Assistant Librarian in September, 2001. In the year 2006, the said engineering college was upgraded into a leading University i.e. Deen Bandhu Chhotu Ram University of Science & Technology, Murthal through an Act of 29 of 2006. The grievance of the petitioner is that though as per the State of Haryana notification dated 20.08.2009 (Annexure P-4), the pay scales of Haryana Government employees (i.e. teachers and equivalent cadres in Universities and Colleges in Haryana) have been revised w.e.f. 01.01.2006 but no such revision has been effected in the pay scales of the petitioner. The petitioner has repeatedly represented to the respondents and he has been informed that the case of revision of pay scale for the post of Assistant Librarian is under process with the State Government. The same information was given earlier on 21.06.2013 (Annexure P-11).
CWP-27027-2015 Learned counsel for the petitioner states that the petitioner has already submitted legal notice dated 14.07.2015 (Annexure P-12).
Learned counsel for the petitioner states that at this stage the petitioner would be satisfied if a direction is issued to respondent No.1 to take a decision on the claim of the petitioner as contained in the legal notice (Annexure P-12) in the light of Annexures P-8 and P-11, where it is stated that the matter is under consideration. Accordingly, without commenting on the merits of the case, the present writ petition is disposed of with a direction to respondent No.1 to take a decision on the claim of the petitioner as contained in the legal notice (Annexure P-12), expeditiously, preferably within a period of three months from the date of receipt of certified copy of this order.
