The challenge in the present petition is to the validity of the Punjab Medical Registration Rules, 1917. As the process of election has already started and in fact, polling is to take place on 24.08.2018, we do not find any good reason to interfere in the present petition at this stage.
As the Rules have not been framed in the recent past, rather were framed way back in the year 1917 and as such, the petitioner had enough time to raise his grievance before the process of election started, the writ petition at this stage cannot be entertained to stall the process.
