 The present petition in the shape of Public Interest Litigation has been filed by the petitioner allegedly raising a public cause of citizens residing in and around Kalka, District Panchkula to provide means of transportation from Kalka to PGI, Chandigarh. The prayer made in this petition is as follows:- "(ii) issue a writ in the nature of mandamus directing the respondents to start bus service to-and-fro from Bus Stand, Kalka, District Panchkula, to the Post Graduate Institute of Medical Education & Research, Chandigarh, Madhya Marg, Sector 12, Chandigarh for better access to healthcare guaranteed under Article 21 of the Constitution of India."

After hearing learned counsel for the petitioner as well as learned counsel for the State of Haryana and learned counsel for Union Territory, Chandigarh, we are of the considered view that instead of dwelling upon the merits of the case, the concerned authorities ought to apply their minds. A representation dated 16.04.2024 (Annexure P-3) in this regard has already been made by the petitioner to the authorities. 3.

The petitioner is directed to make a fresh comprehensive representation to the State of Haryana, Union Territory, Chandigarh and other concerned authorities raising the grievance as raised herein within a period of 15 days, which, if made, shall be considered and decided by the concerned authorities by passing a speaking order within a period of four weeks and thereafter the same shall be communicated to the petitioner. Disposed of.
