By referring to Section 17 of the Punjab Apartment and Property Regulation Act, 1995, (for short, 'the Act of 1995'), counsel for the petitioners has contended that in case essential services to the apartments are withdrawn or withheld by the promoter, residents can file an application under subSection 2 of Section 17 of the Act of 1995. Counsel submits that such an application, Annexure P-1, was moved before the competent authority i.e. SDM, S.A.S Nagar (Mohali), however, he has refused to accept it. 2.
