Through the present petition, the petitioner seeks to challenge the seniority list of Clerks working in the Municipal Councils of the State of Punjab, as according to the petitioner, in this seniority list, no benefit has been given to him of the service rendered by him during the period 21.12.1977 to 14.09.1983.

Even otherwise, the present petition is hopelessly time barred. The period of service, which the petitioner complains of as `not been considered' while granting him the benefit of seniority is from 21.12.1977 to 14.09.1983. The first representation made by the petitioner qua the above grievance was after about 18 years i.e. on 08.05.2001 and the present writ petition has been filed after about 14 years from the date of making of his representation. No justifiable explanation is found in the writ petition for the above inordinate delay.

In view of the above, the present petition is outrightly rejected on the ground of being hopelessly time barred. No costs.
