In this writ petition filed under Articles 226/227 of the Constitution of India, the petitioner has prayed for issuance of a writ in the nature of certiorari for quashing of the decision dated 20.09.2017 (Annexure P-14) vide which respondent No.2 has arbitrarily and wrongly accepted the bid of respondent No.3 while rejecting the bid of petitioner. 2.

It was urged that technical bid of the petitioner has been rejected, whereas that of respondent No.3 has been accepted without assigning any reasons, vide decision dated 20.09.2017 (Annexure P-14). In view thereof, a prayer was made by learned counsel for the petitioner that he may be allowed to withdraw the present writ petition with liberty to the petitioner to file a detailed and comprehensive representation with Savita 2017.10.11 13:28 I attest to the accuracy and integrity of this document High Court Chandigarh

CWP No.23131 of 2017 {2} respondent No.2 within a period of one week and a time bound direction may be issued to respondent No.2 for deciding the same after affording an opportunity of hearing to the petitioner in accordance with law. 3.

After hearing learned counsel for the petitioner and perusing the averments made in the petition and without expressing any opinion on the merits of the controversy, we dispose of the writ petition by permitting the petitioner to file a detailed and comprehensive representation before respondent No.2 within a period of one week from today. In case such representation is filed, the said authority shall decide the same within a period of next two weeks in accordance with law after affording an opportunity of hearing to the petitioner as well as to respondent No.3 by passing a speaking order.
