The petitioner has approached this Court under Articles 226/227 of the Constitution of India, inter alia seeking a writ of Certiorari for quashing the memo dated 17.02.2004 (Annexure P-5) regarding cancellation of plot No. 82-ZD Raj Guru Nagar, Ludhaina, which was allotted to the petitioner under the Government discretionary quota of plots. 2.

After hearing learned counsel for the petitioner, we do not find any ground to entertain this writ petition as the same has been filed after inordinate and unexplained delay of 12 years. The instant petition is dismissed on the ground of delay and laches.
