The case is taken up for hearing and final order by separately signed order.
The claim of the petitioner is for promotion from the post of Junior Assistant to Senior Assistant under the quota prescribed for persons with disabilities in terms of the policy instructions of the Punjab Government dated April 22, 2014 (P-2). The petitioner has waited long and made a representation on October 27, 2014 (P-4) to the 2nd respondent which has not received the attention of the competent authority for decision thereon. The petitioner works in the office of the Block Primary Education Officer, Rayya-I, District Amritsar. His case has been forwarded to the competent authority long ago and his learned counsel prays that a time bound direction be issued to the respondents to consider and decide the aforesaid representation.

CWP No.3114 of 2015 -2The request of the counsel is fair and reasonable. Sufficient time has gone by for decision on the representation. Therefore, this Court considers it appropriate to direct the competent authority amongst the respondents to take up the representation and decide it. In case, the claim of the petitioner is found due then the promotion can be accorded without having passed a speaking order. In case, for any valid reason, the claim for 3% quota meant for physically handicapped persons is to be denied then the petitioner would have a right of hearing and reasoned order be passed and communicated to him forthwith. The exercise be done within 30 days on receipt of certified copy of this order. The petition stands disposed of with the above directions.
