       This petition taken up on suo-motu notice by this Court in the year 2017 has lost its efficacy with efflux of time in view of various decisions taken by the respondent-authorities as well as the directions issued by the Supreme Court from time to time in various matters. In the circumstances, leaving the respondent-authorities free to take a decision keeping all the aspects into consideration, the petition is directed to be confined to records.
