The present petition has been filed by the petitioner under Articles 226/227 of the Constitution of India, seeking issuance of a writ of certiorari for quashing the recruitment process conducted by respondents No.2 to 4 under Advertisement No.01/2022 (Annexure P-1) for the post of Steno-Typist. Further, seeking issuance of a writ of mandamus directing respondents No.2 to 4 to re-prepare the merit list for the abovesaid post on the basis of shorthand test performance alone, in strict conformity with the terms of the abovesaid advertisement, and to accordingly appoint the petitioner to the said post and to grant him all consequential service benefits including salary, seniority and all other emoluments and allowances from the date the other selected candidates were joined the post i.e. from November 2024. 2.

Learned counsel for the petitioner submits that for redressal of his grievances, the petitioner has also submitted representation dated 27.04.2026 (Annexure P-14) to the respondents which is still pending consideration. Mr. Swapan Shorey, D.A.G., Punjab accepts notice on behalf of respondent No.1-State. Mr. Uday Agnihotri, Advocate has put in appearance and accepts notice on behalf of respondents No.2 to 4. They have no objection to the innocuous prayer made by learned counsel for the petitioner.

I have heard learned counsel for the parties and have gone through the record of the case.

Without going into the merits of the case at this stage, the present petition is disposed of with a direction to respondent No.3 to consider and decide representation dated 27.04.2026 (Annexure P-14) submitted by the petitioner expeditiously, by passing a speaking order after affording an opportunity of hearing to the petitioner, preferably within a period of 03 months from the date of receipt of certified copy of this order. Further, the decision taken thereon shall be conveyed to the petitioner.
