The petitioner got admission in the respondent-University in M. Tech (Civil) course and deposited the fee on 21/26.06.2014. According to the petitioner, the aforesaid course started w.e.f. 11.08.2014 but he himself left the course mid-way on 13.09.2014 and now prayed for refund of the amount deposited by him in the year 2014.
Admittedly, the present petition has been filed on 27.08.2018 for claiming the refund of the amount of tuition fee etc., deposited by the petitioner on 21/26.06.2018, after a delay of more than about 4 years, without explaining the said delay by giving "sufficient cause".
