(ORAL) This petition has been filed by Shri Jawala Parsad Siksha Samiti Sigra, through its Chairman for a direction to the Director General, Animal Husbandry and Dairying, Haryana, for grant of "No Objection Certificate" for Veterinary Livestock Development Assistant (Diploma Course), Institute, under category III as per the decision taken in the meeting on 12.1.2016, under the Chairmanship of Director General, Animal Husbandry and Dairying, Haryana, to consider the requirements of trained Veterinary Livestock Development Diploma holders. Counsel for the petitioner has brought to the notice of this Court that pursuant to the said decision, an application was filed seeking "No Objection Certificate" vide letter Annexure P1 dated Raj Kumar Arora 2017.01.10 16:59 I attest to the accuracy and integrity of this document

I have considered the contention of the learned counsel for the petitioner and I am of the considered opinion that expressions of interests were invited for grant of No Objection Certificate prior to 12.1.2016.
It appears that after decision dated 12.1.2016, a decision had been taken by the Director General, Animal Husbandry and Dairying, Haryana, that No Objection Certificates for established Institutes for training of para vets in different categories can be granted. The request of the petitioner seems to have not been considered creating a situation of uncertainty for the petitioner Institution.
Without expression of any opinion on merits, this petition is disposed of with a direction that in case petitioner Institute files a detailed representation indicating that it fulfils the eligibility criteria for running diploma course of Veterinary Livestock Development Assistant within a period of 15 days, the same would be considered within a period of next one month by respondent no.2 by passing a speaking order.
